Looks like a legitimate research organisation. Getting stuff published in Physical review or Physical letters apparently isn't all that easy.
Their layman's entry on Zero-point fields doesn't say much besides that it's possibly related to the phenomenon of inertia.

I am woefully unqualified to judge their work, but i'm willing to guess they do not consider zero-point energy to be related to the paranormal or the oevre of Gregg Braden
