Didn't you have Canadairs and helicopters?
Manly because there are no helicopters with firefighting gear for fighting fires in buildings (I know there are once for forest fires, but that is a different animal). Even if their where, they would have been next to useless with a fire this size, given what they can carry. You would have have a small airforce of them to suppress it, and for that to exsist someone would have had to support them. Who would do that, the city? the state?
That is why there are sprinklers in buildings, it is the most cost effective and efficent way to put out commen fires. However, no one ever thought of a disaster like this hiting the building and severing the water lines. Some rethinking will be going on for future highrises.

Also as covered in another thread, extremely hot fires can break down H2O adding both oxygen and hydrogen fuel to a fire.
