At first, I figured it was the encampments of the Democratic and Republican New York State Senators, awaiting the arrival of live munitions. But then I saw the palm trees in the parking lot.
So I figured it must be Schwarzenegger's money-laundering outfit, trying to fix California's budgetary problems. But then I noticed that the parking spaces in front seem to be labeled in Arabic.
So I'm thinking that it's the opposition leader's HQ in Iran, given that he's welcoming those displaced and injured by the cops trying to put down the "riots." |

They are a lot of small enclosed 'courts', as well as what looks like a chain-link fenced zone within the bigger central 'court'.
Maybe some kind of penitential facility? |

Well there's a fenced-in exercise yard with a guard (or water) tower, and a bunch of rectangular tents. I would say the main large buildings are the breeding and bio-enhancement labs and the barracks and exercise yard are the quarters of the hybrid "humanzee" soldiers while they're in training.
