Which is exactly why some physicists consider String Theory to not even be science. Did you have something in particular in mind? What, in your opinion, is "a high degree of certainty?" 90%? 95%? 99%?

And what should we do when the acquisition of such data is known to be infeasible for our current state of technology, but that such information must be known to inform public decision? Should we just throw in the towel and ask a magic 8-ball?
