More than a majority of eligible people has voted in nearly every presidential election in the U.S., at least since every state voted for president popularly (some states had their popularly elected officials make the states' decisions for a time before these statistics). 1996 and 1924 the most recent counterexamples, the minimum turnout ever is 48.9.

I read from Wikipedia that the fateful year of 2000, when the biggest presidential cluster-fuck in the modern history of USA was elected, only 50.3% voted. It's hard to get much closer than half of the eligible population.

But as you said, mid term elections has less voter turnout. That's also sad, because they are almost as important.

The cynic in me tells me to be pragmatic and wait it out:
If GOP manage to make themselves irrelevant, then Democrats might be able to reclaim USA from corporate fascism.
If GOP takes over, then USA will self destruct and make the country irrelevant to the rest of the world. It might destabilise the planet for a while, but eventually we'll be rid of Pax Americana, and there will be much rejoicing.
