This meme sucks. Success kid is supposed to represent success in the face of adversity, so what you're implying with this is that it is somehow a success story to not have complications. Reinforcing the misconception that complications are likely.

Well, vaccinations are a form of minor adversity in themselves, despite the major good they do. They are somewhat scary, usually hurt a bit, and sometimes cause the upper arm to swell a bit and heat up. Personally, I've run a a flu-like fever for a few days after a couple of my US Navy vaccinations as a young adult. And the smaller you are, the bigger the needle looks. So, even if the kid's adversity is both commonplace and minor, it's real, especially from his viewpoint.

But any meme that simple is going to be interpreted differently by different people. I just hope it starts more serious discussion, and that it might encourage vaccinations more than discourage them.
