I found a link to this US military agency homepage via rotten-news. If this wasn't in the .mil domain I would not belive they were for real.
They have an extremely scary Logo that would make a lot of people think of the Illuminatus. One of their objectives is (and I am not making this up):
Story telling, change detection, and truth maintenance
Their mission statement is:
The DARPA Information Awareness Office (IAO) will imagine, develop, apply, integrate, demonstrate and transition information technologies, components and prototype, closed-loop, information systems that will counter asymmetric threats by achieving total information awareness useful for preemption; national security warning; and national security decision making
Wich makes me wonder when transition became a verb and what the hell they are actually trying to say.

Brief drop in:
Lars, this has two origins.
First, in the past decade or so, the military has been struggling with what they call "Information Operations" and how it affects the battlefield, campaigns, and strategy. The army has begun issuing specialty designations for IO.
This IAO thing is an offshoot/aspect of that. We're still floundering on how to incorporate it, and I think this is a demonstration of that floundering.

Second, the military is as susceptible to bureaucratic doublespeak as any agency, perhaps more so. In the army, again, junior officers graduating from CAS3 (Combined Arms Service and Staff School) are only half-mockingly referred to as "Power Point Rangers" which is meant to refer to the military Rangers as opposed to the kids show "Power Rangers" (though it works equally well that way).
The problem is that these officers became enamored of style over substance when giving briefings. The Power Point presentations they compile are wonders to behold, mind-boggling in their technical prowess, etc. But usually full of three tons of crap wrapped around one pound of beef.

Navy's the same way. I would regularly get in trouble for providing very simple, to-the-point Power Point Presentations. I have always been able to provide flashy presentations, but I chose to use my time finding the most concise way to give necessary information, rather than making it more palatable.
