This is weird...

They are talking about black holes small as mountins. The minimum weight for a black hole to form from a dying star is between 3 and 4 solar masses. Are they implying that once a black hole is formed, it may decrease in size below that limit?

These are the mini-black holes formed when the universe was very very young when the physics allowed for smaller black holes to exist as postulated by Hawking. I believe that the star needs to be 3-4 solar masses to be originally formed now, they definately can keep cohesion below the 3-4 solar masses limit for a collapse of a dying star to form one.
