This bears a strong resemblance to an old old old chain letter scam from the 80's, and an old email chain letter scam from th 90's... just updated for paypal now... hah.

Typically you spam out thousands (maybe even tens of thousands) of these letters (the more the better) and all the addresses axcept the one you instruct people to change go to YOU!

Just a cheap way to get 1-5% of the people you spam to send you $5 each.

Not just spam, but an illegal chain letter scheme. A note to Paypal will usually get those accounts cancelled. Less likely for Hotmail I think.
