I heard the soldier explain what happened. I think it was on Al Franken's show. Man I'm listening to so much stuff it's starting to blurr.

Soldier said the paperwork was supposed to be filed but when it came time to be discharged, it was missing. They told him he could pay and leave or put off the discharge until new paperwork was processed. He paid and left. Typical GI bureaucracy.
