What on Earth? # 82: Groundwork

It looks like someone's futzing around as if they're seriously thinking of building something on that lot.

For one point per question:

1. What's the name what is to be built there?

2. Where is the lot located?

3. Who designed whatever's supposed to go there?

Hint # 2: The foundation was completed a year ago. Since then, all construction has been "temporarily" halted, with economic conditions cited as the reason.

Here's Wiki's article on what is now called the Chicago Spire. I hope it finally gets built. And on Spanish architect Santiago Calatrava, who also designed Sweden's "Turning Torso" in Malmo. (I Photoshopped that building for an old Moonscape parody in January, 2007.)
