According to this (page 45, which is only page 3 in the link) it is. Unless John Rule was permitted by Matt Groening to do that.

I'm no lawyer, but here is my opinion: If they had simply used the cartoon on their site, it might fall under the 'fair use' or 'legitimate parody' provisions of copyright law. But they took it one step further by offering signed prints. That means that they are making money and/or recognition off another's work, and in my humble opinion they should therefore be screwed over really good!

Then he is fucked.
Rule has the intent here of weakening Groenings work and passing it off as his own. The kicker is he seeks to make money off of it.
Fair use has it's limits. He is no longer parodying Groening's work. |

| And John Rule's not just failing to credit Groening for the Marge and Ned characters, he's outright claiming his own copyright of the cartoon, presumably including ownership of those characters. That looks a lot more like (attempted) theft than Fair Use. |
